Reintroduced: The Black Maternal Health Momnibus Act

Mom Congress

Black Maternal Health Momnibus

By the Mom Congress Policy Team

It has been an exciting week for parental support and maternal health.

As the Biden administration and new congress begin to settle in, it's clear there is a growing focus on motherhood. Earlier this week, the Black Maternal Health Momnibus was reintroduced by Congresswoman Lauren Underwood, Congresswoman Alma Adams, Senator Cory Booker, and other members of the Black Maternal Health Caucus.

The bill package built on and refined the prior and first Black Maternal Health Momnibus introduced in the 116th congress to comprehensively address America’s maternal health crisis and significant disparities that exist for Black women and other women of color.

Here is a summary of each bill:

  1. H.R.943 Social Determinants for Moms Act (graphic link) Makes critical investments in social determinants of health that influence maternal health outcomes, like housing, transportation, and nutrition.

  2. H.R.1212 Kira Johnson Act (graphic link) Provides funding to community-based organizations that are working to improve maternal health outcomes and promote equity.

  3. H.R.958 Protecting Moms Who Served Act (graphic link) Studies the unique maternal health risks facing pregnant veterans and supports VA maternity care coordination.

  4. H.R.945 Perinatal Workforce Act (graphic link) Expands and diversifies the perinatal workforce to ensure every mom in America receives maternity care and support from people they can trust.

  5. H.R.925 Data to Save Moms Act (graphic link) Improves data collection processes and quality measures to better understand the causes of the maternal health crisis in the United States and inform solutions to address it.

  6. H.R.909 Moms Matter Act (graphic link) Invests in programs to expand access to treatments and support for maternal mental health conditions and substance use disorders, with a particular focus on women of color.

  7. H.R.948 Justice for Incarcerated Moms Act (graphic link) Improves maternal health care and support for incarcerated moms by investing in programs to support pregnant people in jails and prisons.

  8. H.R.937 Tech to Save Moms Act (graphic link) Invests in digital tools like telehealth to improve maternal health outcomes in underserved areas.

  9. H.R.950 IMPACT to Save Moms Act (graphic link) Promotes innovative payment models to incentivize high-quality maternity care and continuity of health insurance coverage from pregnancy through labor and delivery and up to 1 year postpartum.

  10. Maternal Health Pandemic Response Act (graphic link) Strengthens programs to improve maternal health during COVID-19 and future public health emergencies

  11. H.R.957 Protecting Moms and Babies Against Climate Change Act (graphic link) Invests in community-based initiatives to reduce levels of and exposure to climate change-related risks for moms and babies.

  12. H.R.951 Maternal Vaccination Act (graphic link) Promotes maternal vaccinations to protect the health and safety of moms and babies by providing critical protections for pregnant people and their babies.

Mom Congress has endorsed the full Black Maternal Health Momnibus and in April will be identifying 10 bills in total (including bills outside of this bill package) that support each of our four caucuses (AKA focus areas) for our 2021 Mom Congress Momnibus.
